Replaced the invalidated IEEPA tariffs as an across-the-board surcharge, raised to 15% (the statutory maximum) effective February 24, 2026. Its 150-day statutory authority expired by operation of law at 12:01 a.m. EDT on July 24, 2026, and Congress did not extend it, so it is no longer in effect. (A May 7, 2026 Court of International Trade ruling against it was stayed on June 11, 2026 and then overtaken by the expiry.) A new Section 301 forced-labor action took effect the same minute as the replacement baseline. Source
